Documents Legalization

The Iraqi Commercial Office legalizes only Certificates of Origin (COs) and Commercial Invoices (CIs). All other commercial documents may be legalized through our General Consular Services: https://www.iraqiembassy.us/page/consular-services


Important Notices:

Certificates of Origin must include the following details: product description, Production Company, Location of Origin, Freight Forwarder, Importer, Shipping Method (Air/Sea), and Port Location.

Commercial Invoices must include the following details: Invoice Number, Product Description, Type, Quantity, Price Per Unit, Total Amount, and the Importer’s Name and Address.
Both documents must include the final destination in Iraq and the US Company’s name, address, and contact information.

Foreign Products:
For foreign products, provide the original CO from the production country and a new CO from the US Company or an official letter.
For mixed-origin products, attach a letter stating the production details.

To obtain a certificate of conformity, you can contact one of the companies authorized to conduct the examination and inspection and issue the certificate of conformity in the country of origin for goods imported to Iraq.

Steps for Legalizing COs & CIs:

Step 1: Please ensure that all procedures are completed within the same state listed in the company’s address on the document. This includes processing through the U.S. Chamber of Commerce, a Notary Public, and the Secretary of State for that specific state.

  • The document will be rejected if the U.S. Chamber of Commerce or a Notary Public is located in a different state than the company’s address.
  • The document will be rejected if any of the required legalizations are missing, including the official stamp from the U.S. Chamber of Commerce, the Notary Public, or the Secretary of State.
  • The document will be rejected if the product description on the Certificate of Origin (CO) does not match the description on the Commercial Invoice (CI), or if the invoice number is not indicated on the CO.

Step 2:
Deliver the documents to the Iraqi Commercial Attaché Office:

Supporting Documents:
The Attaché Office may request additional supporting documents (e.g., L.C., contracts).
– For food or drug exports, attach health certificates from the relevant US Government Agency.
– For cigarette exports, provide a letter from the manufacturer and proof of the importer’s authorization.

Submission Guidelines:
Submit COs & CIs together.
– When submitting only a (CO) for legalization, attach a copy of the corresponding invoice. The item description on both documents must match, and the invoice number must be indicated on the CO.
– For mail submissions, include a pre-paid return envelope.
– The office does not legalize “Proforma Invoices.”

Fees:
Attach a money order payable to the “Iraqi Commercial Attaché/Embassy of Iraq” ($100 for each CO and CI). Note: The Iraqi Commercial Office accepts only Money Orders.

The estimated turnaround time for the legalization is 2 to 3 business days from the date we receive all required documentation in proper form. This estimate does not include mailing time. We recommend using a trackable courier service and providing a pre-paid return envelope for timely delivery.
