The Iraqi Commercial Office legalizes only Certificates of Origin (CO’s) and Commercial Invoices (CI’s). Other documents can be legalized via our General Consular Services.
Steps for Legalizing CO’s & CI’s:
Step 1: Please ensure that all procedures are completed within the same state listed in the company’s address on the document. This includes processing through the U.S. Chamber of Commerce, a Notary Public, and the Secretary of State for that specific state.
- The document will be rejected if the U.S. Chamber of Commerce or Notary Public are located in a different state than the company address.
- The document will be rejected if any of the required legalizations are missing, including those from the U.S. Chamber of Commerce, the Notary Public, or the Secretary of State.
Step 2:
Deliver the documents to the Iraqi Commercial Attaché Office:

Supporting Documents:
– The Attaché Office may request additional supporting documents (e.g., L.C., contracts).
– For food or drug exports, attach health certificates from the relevant US Government Agency.
– For cigarette exports, provide a letter from the manufacturer and proof of the importer’s authorization.
Submission Guidelines:
– Submit CO’s & CI’s together.
– When submitting only a (CO) for legalization, attach a copy of the corresponding invoice. The item description on both documents must match, and the invoice number must be clearly indicated on the CO.
– For mail submissions, include a pre-paid return envelope.
– The office does not legalize “Proforma Invoices.”
Fees:
Attach a money order payable to the “Iraqi Commercial Attaché’/Embassy of Iraq” ($100 for each CO and CI). Note: Iraqi Commercial Office accept only Money Orders.
